I have a general question about the weather but I'm not sure whom to ask.

If you have access to newsgroups, you can post to bit.listserv.wx-talk or sci.geo.meteorology. Your question may be answered promptly by one (or more!) of many experienced and knowledgeable atmospheric scientists and/or operational meteorologists. (Be aware that Internet "spammers" can obtain your e-mail address from newsgroups. You may wish to omit, or alter, your e-mail address in your posts.)
